Yes. The existing surface is chipped out and new gunite is shot over the prepared structure, which is how a pool that has aged badly or moved gets brought back rather than replaced. Whether that is the right answer depends on why it failed, so the diagnosis comes before the plan.

Resurfacing replaces the interior finish, the plaster or aggregate you actually touch. Re-shelling replaces or repairs the structural concrete underneath it. A tired-looking surface needs the first. A shell that is cracked, leaking or moving needs the second, and putting a new finish over an unresolved structural problem just hides it for a season.

Often, yes. Because gunite is shot rather than dropped in, an existing shell can be extended, reshaped, have steps, benches or a tanning ledge added, or have a spa tied into it. What is practical depends on the existing structure and the plumbing, which is why it starts with a look at the pool.

Most cracks people worry about are crazing in the plaster surface, which is cosmetic and does not leak. A single defined line you can catch with a fingernail, one running from a corner or step, or one that continues onto the deck is a different matter.
