The shell and the finish are two different things
It helps to separate the structure from the surface. The gunite shell is the concrete structure of the pool, and it is built to last for decades. The interior finish, usually plaster or a plaster-aggregate blend, is a wear surface that sits on top of the shell. Finishes are typically refreshed every 10 to 20 years. Replastering is normal maintenance, not a sign the shell has failed.
